The West Kowloon Cultural District (WKCD) development is an international-grade arts and culture hub built on reclaimed land in West Kowloon, Hong Kong. WKCD is an iconic presence overlooking Hong Kong’s Victoria Harbour, comprising 17 arts and cultural venues, and a 23-hectare park incorporating an open air performance space.

The Xiqu Theatre, M+ museum and Lyric Theatre are key elements of the precinct.
The Xiqu Theatre is purpose built for “Xiqu” (traditional Chinese opera) performances, contemporary Cantonese opera and other forms of Chinese traditional theatre.
M+ is the museum for visual culture, focusing on 20th and 21st century art, design and architecture and moving image.
The Lyric Theatre will be a centre of excellence showcasing the best of Hong Kong and international dance and theatre.

Engagement

As part of Project Management Consultant (PMC) team project managing the works for the West Kowloon Cultural District Authority (WKCDA), members of our team led the Project Controls and Reporting disciplines. Functions included developing and overseeing the integrated reporting, master programme, tender programme development and review, facilitate the contract award process as well as support the project through ongoing monitoring and reporting of progress reporting and forecasting.

The development, maintenance and active management of a WKCDA aligned quantitative and qualitative risk process was also a key requirement.

Time related, delay and disruption, claims management was also performed across the works to assess contractor’s claims, but also to look actively identify and mitigate claims. The independent third party review of a substantial Contractor’s claim for the Xiqu theatre, was specifically requested by WKCDA executives to help validate an appropriate delay entitlement which was ultimately incorporated into a Supplementary Agreement to modify the contract accordingly.

What was delivered

An actively managed risk register fully aligned and incorporated into the WKCDA overall register, which had not been previously achieved on any WKCD contracts.

A fully integrated project programme managing interfaces across works under the PMC’s management, as well as identifying interfaces with bordering projects not managed it. This enabled the identification of risks and opportunities in advance.
